NOTICE OF BUDGET COMMITTEE MEETING

Council of Governments

A public meeting of the Budget Committee of the Central Oregon Intergovernmental Council (COIC), Deschutes County, State of Oregon to discuss the budget for the fiscal year July 1, 2018 to June 30, 2019  and July 1, 2017-June 30, 2018 General Fund, and Special Fund Supplemental Budgets will be held in the Public Works Training Room, 243 E. Antler Ave., Redmond, Oregon.  The meeting will take place on Thursday, June 7, 2018 at 3:30 pm.   The purpose of this meeting is to receive and evaluate the budget document.  You may view this document here:

This is a public meeting where deliberation of the Budget Committee will take place.  Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.  A copy of the budget may be inspected or obtained on or after June 8, 2018 at our Administrative Office located at 334 NE Hawthorne Ave., Bend, Oregon between the hours of 8:00 am and 5:00 pm.

Executive Director Announcement for COIC

Bend, Oregon: On September 11, 2018, the Board of COIC unanimously agreed to the appointment of Tammy Baney to serve as the Executive Director of COIC beginning January 1, 2019

The recruitment process for the Executive Director began in May after Karen Friend, after serving 22 years at COIC, announced her desire to retire.  The COIC Board adopted hiring procedures and conducted an extensive national search to ensure the greatest access to a national candidate pool and provide the greatest opportunity to find the best candidate for the position.

Ms. Baney has had the opportunity to work across many domains, all directed toward supporting the success of communities in the region. She works as an elected official, director, and chair of numerous statewide committees and commissions that affords COIC the opportunity to put her knowledge of transportation, housing, natural resources, economic development, youth development, and regional convening to work to lead the evolution and assure the relevance of COIC into the future.  In addition, Ms. Baney has developed strong local, state and federal relationships over the last several years that the COIC Board felt would be an asset to the Executive Director role and to COIC.

Title: CET 16-3 – Public Transit Services in Bend

The Central Oregon Intergovernmental Council requests qualified contractors to submit proposals for management services for its fixed route public transportation services and ADA Demand Responsive Service comprising its “transit system”, in accordance with the specifications that may be obtained from COIC as of October 3, 2016.

Proposals are due at 2:00 PM (Pacific) on December 21, 2016

This contract is subject to financial assistance contracts between the Authority and the U.S. Department of Transportation (DOT), Federal Transit Administration (FTA) and Oregon Department of Transportation ODOT. As such, all contractors must comply with all applicable Equal Employment Opportunity laws and regulations. All contractors will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

This agreement is subject to any applicable guidelines for project administration issued by the Federal Transit Administration of the Department of Transportation of the U.S. Government and all other applicable laws, rules and regulations. COIC reserves the right to reject any all proposals, or any part of any proposal that COIC deems it in its best interest to do so.

Central Oregon Area Commission on Transportation Board Meeting

There will be a meeting of the Central Oregon Area Commission on Transportation on Thursday, September 8th, 2016.  The meeting is scheduled from  3PM-5PM at the Redmond Public Works Training Room, 243 E. Antler Avenue, Redmond, OR 97756.

New GED Option, A Way to Family Jobs

This study argues that the increased rigor of the GED exam introduced in 2014 will improve post-secondary educational and employment outcomes for those test passers.  Using ELS 2002 data the study shows that pre-GED 2014 recipients had post-secondary outcomes between high school graduates and dropouts.  The study notes that GEDs who failed to complete a post-secondary training had incomes more like dropouts while GEDs who completed training had incomes more like high-school graduates. The study concludes that because the new exam requires increased academic preparation, instruction and association with competent adults, GED 2014 recipients will have acquired more of the behavioral traits associated with the conventional high school process that ends in graduation.  Download the article here.
