Request for Proposals

The Central Oregon Intergovernmental Council requests qualified contractors to submit proposals for management services for its fixed route public transportation services and ADA Demand Responsive Service comprising its “transit system”, in accordance with the specifications that may be obtained from COIC as of October 3, 2016.

A pre-proposal conference will be held at the Administrative Offices of COIC, at 334 NE Hawthorne Ave., Bend, Oregon on October 17th, 2016, Noon PT. Proposals are due at 2:00 PM (Pacific) on December 21, 2016

This contract is subject to financial assistance contracts between the Authority and the U.S. Department of Transportation (DOT), Federal Transit Administration (FTA) and Oregon Department of Transportation ODOT. As such, all contractors must comply with all applicable Equal Employment Opportunity laws and regulations. All contractors will be required to certify that they are not on the Comptroller General’s list of ineligible contractors.

This agreement is subject to any applicable guidelines for project administration issued by the Federal Transit Administration of the Department of Transportation of the U.S. Government and all other applicable laws, rules and regulations. COIC reserves the right to reject any all proposals, or any part of any proposal that COIC deems it in its best interest to do so.
